Alberta’s prepaid-contracting rules apply to covered transactions where a business accepts money before all contracted goods or services are provided and the contract is solicited, negotiated or concluded away from the seller’s normal place of business. The rules include licensing, security and written-contract requirements. Whether a licence is legally required depends on the transaction and statutory exemptions.
What the licence means for a homeowner
Provincial oversight
The licensed business is accountable to Alberta’s consumer-protection framework and licensing requirements.
Required security
The licensing regime requires security that may be available for eligible consumer claims under the Act and regulations.
Written-contract standards
Covered prepaid contracts must contain prescribed information. Missing requirements can create additional consumer remedies.
Important: A provincial licence is not an Alberta government endorsement, a guarantee of workmanship, an escrow account or insurance for every dollar paid. Claims, cancellation rights and recoveries depend on the facts, applicable law, deadlines and available security.

Verify any contractor before paying a deposit
A good comparison goes beyond price and photographs. Ask each contractor for the same evidence:
- The legal business name that will appear on the contract and receive payment
- The provincial licence applicable to how the contract is sold and paid, when required
- A current certificate of commercial general liability insurance
- Current WCB-Alberta clearance or coverage information
- A written scope, price, payment schedule, change-order process and cancellation terms
- Recent references and completed projects similar to yours
Verification is simple: match the name on the contract, invoice, insurance certificate and government record before paying.
